City staff evaluated in 2008 and 2009 how to implement the actions broadly organized under the banner of an "urban design framework" title. Staff determined that a few different legislative actions would be needed rather than a formal "urban design framework" plan. The proposed design guideline updates and green street concept plans would achieve the intent of the "urban design framework" discussed in recent planning efforts. Discussions in public meetings in 2009 supported these proposals. Other possible actions to be considered further in 2010 would similarly support the objectives of the framework. Possible actions include rezones, land use code amendments, and updates to the right-of-way improvement manual.
