Anticipated Construction Schedule for Two-way Mercer

Due to the magnitude and complexity of this project, as well as the volume of traffic that will be managed during construction, the City developed construction staging plans to reduce impacts to users of the corridor and keeps people and goods moving.


Stage 1 (fall 2010 to fall 2011)
Install 9th Ave. N sewer replacement and restore roadway
Construct westbound Mercer St. lanes construct new westbound lanes along the north side of existing Mercer Street.
Construct from new westbound lanes to Broad St.
Begin I-5 ramp realignment and utility work on Fairview Ave. N

Stage 2 (fall 2011 to fall 2012)
Reroute Mercer St. traffic to new lanes
Reconstruct existing Mercer St. and portion of Fairview Ave. N

Stages 3 & 4 (fall 2012 to summer 2013)
Construct Valley Street improvements
Construct Westlake Avenue North improvements
Complete construction of Fairview Avenue North improvements to the north of Mercer Street*
Construct Roy Street improvements**

* Some utility work may occur in this area during Stage 1
** Work may be shifted to Stage 1 or Stage 2
Schedules are estimated and dependent on weather condition and availability of materials.

Completed Stage 1 Milestones

March 2011: Completed installation of new 9th Ave. N sewer line; additional utility and roadway work continues.

November 2010: Excavation and shoring activities began for 9th Ave. N sewer replacement.

October 2010: Traffic control implemented in construction area along 9th Ave. N; Westlake Ave. N re-striped for two-way traffic between Aloha St. and Valley St.

September 2010: Groundbreaking ceremony held at Mercer St. and Westlake Ave. N

July 2010: Completed building demolition and construction site prep north of Mercer St.

June 2010: Awarded construction contract to local contractor Gary Merlino Construction Company

March 2010: Began building demolition and construction site preparation north of Mercer St.

SDOT’s contractor demolished eight buildings along the north side of Mercer and along the west side of Fairview between Mercer and Valley streets. Click here to view building demolition flyer, including a map of the demolition area. The demolished buildings included:

  • 1120 Mercer St. (old Lincoln Towing)
  • 1123 Valley St. (old Sport Boat NW)
  • 613 Fairview Ave. N. (old Pong building)
  • 1104 Mercer St. (old Taco Del Mar)
  • 601 Boren Ave. N (old Shell station)
  • 1000 Mercer St. (old West Marine)
  • 800/816 Mercer St. (located at Mercer and Broad St.)
  • 601 Westlake Ave. N. (parking garage at McKay site)

February 2010: Received a $30 million federal Transportation Investments Generating Economic Recovery (TIGER) Grant
