New Customer Requirements

To reduce the risk of identity theft and comply with the Federal Fair and Accurate Credit Transactions Act (FACT Act), new customers to the Seattle utility service area that do not have an established account with any of the City’s utilities are required to present approved, Government-issued picture identification to open an account for any utility service. Please note, as of July 15, 2011 new residential water/sewer/garbage accounts will not be opened in tenant names. Water/sewer/garbage accounts will be maintained in the owner’s name only. Owners and tenants may establish electric accounts in their names.
