A. Existing Conditions Analysis
3. Survey various communities' experiences with different strategies for providing services, including costs and effectiveness. Maintain ongoing communication to prevent displacement of problems to adjacent neighborhoods.
4. Inventory existing community facilities including neighborhood service centers, community centers, libraries, and other spaces that house public activities. Compare existing facilities with current and future demand.
Product of Step A:
1. Community and Human Services profile, containing:
- Profile of demographics, and current and likely future human services needs.
- Description of resources and programs.
- Shortfalls or gaps in human service systems.
- Inventory of and needs assessment for community facilities
B. Alternatives
1. Develop alternative scenarios describing the community and City's roles in meeting human service needs. The alternatives should address generally what services are provided and by whom, and how the services are delivered.
2. Identify possible changes to existing services and additional services. Identify funding responsibilities.
3. Identify alternatives to meet community facility needs (such as a community center).
Product of Step B:
1. Brief alternatives report outlining options for achieving the community's human service objectives.
C. Alternatives Evaluation
1. Evaluate alternatives based on ability to meet Community, Diversity and Human Services objectives, and City goals.
Product of Step C:
1. Brief report outlining evaluation of alternatives and recommendation of preferred elements of alternatives.
D. Concept Plan
1. Assemble preferred elements to form a preferred alternative.
2. Work with the Planning Committee to synthesize concept plan.
3. Prepare the Community, Diversity and Human Services portion of the concept plan.
4. Integrate recommendations into other elements.
Product of Step D:
1. Community, Diversity and Human Services element plan, including:
- Recommendations for provision of human services and corresponding delivery systems.
- Recommendations for community facilities.
E. Implementation
1. Prepare implementation strategy.
2. Determine priorities, research funding, and services sources.
3. Work with Planning Committee to integrate with community-wide implementation strategy.
Product of Step E:
1. Community and Social Services implementation strategy describing recommended actions and programs with responsibilities, timing, and necessary resources for each action.
F. Ideas
The following lists of potential work plan tasks stem from ideas generated by the community during Phase I outreach efforts:
- Build a recreational and cultural center.
- Create a senior center.
- Form community skills exchange bank.
- Foster community-strengthening activities.
- Keep families and children.
- Develop art projects that involve the community.
- Assess the needs of seniors, disabled people, mentally ill people and others. Assess current facilities for these groups and their adequacy.
- Assess the need for a senior center.
- Assess the need for a youth center.
- Explore creating new social service programs, such as a P-patch program that provides an opportunity for homeless people and street kids to learn gardening skills and a community skills exchange bank.
- Conduct a comprehensive inventory of existing providers of amenities and services in conjunction with the other urban villages in the First Hill/Capitol Hill Urban Center.
- Work with affordable housing providers to develop transitional housing.
