Outreach The City of Seattle recognizes that Women and Minority businesses (WMBEs) face immense challenges in contracting. The City is committed to providing WMBEs with the maximum opportunity to participate in contracting opportunitites through its Outreach Program. The Outreach Program requires bidders on projects estimated to cost over $300K to perform outreach to WMBE subcontractors and document their efforts to increase WMBE utilization in a formalized Outreach Plan. The intended result is that Contractors and City Departments expand their WMBE subcontractor rosters and solicit the participation of more WMBEs on City contracts. To further encourage WMBE utilization, the City partners with the Contractor Development and Competitiveness Center and sponsors multiple outreach events aimed specifically at giving WMBEs the resources they need for successful participation.
