Federal Training Federal Training PCSD monitors training requirements on federally funded projects. Through this program, contractors assist in locating, qualifying and increasing the skills of minority and women employees and applicants for employment through training and promotion. WSDOT establishes a training goal in accordance with federal requirements. The contractor is compensated for fulfilling the training goals of the project. The training commitment is not intended and shall not be used to discriminate against any application for training, whether a minority group or not. However, upgrading minorities and women toward journeyman status is the primary objective. The contractor must make every effort to enroll minority trainees and women to the extent that such persons are available within a reasonable area of recruitment.
