Barbara Clemons, Katherine Fountain Mackinnon, Jodie Vice
Barbara Clemons
Barbara Clemons has worked as a Legislative Aide for Councilmember Jan Drago since January 3, 1994, when Jan was first sworn in as a Councilmember. Prior to that date, she had been a staff member for U.S. Senator Brock Adams and WA State Senator Jeanne Kohl-Welles (then-Representative Kohl).
Barbara holds a Master of Public Administration degree from Seattle University Institute of Public Service. She has two children, Jeff and Laura, and two grandsons, Samuel and Joshua Clemons.
Her primary responsibilities include staffing the Special Committee on Pedestrian Safety, which Councilmember Drago co-chairs; street and alley vacations, street use issues, King Street Station, appointments to Seattle Bicycle Advisory Board and Seattle Pedestrian Advisory Board, labor and ethnic communities issues, public disclosure requests, the Civic Center project, various boards upon which Councilmember Drago serves, and special assignments as required, including serving as contract manager for a Council-funded feasibility study on the need for a disaster preparedness and home safety center.
She counts as two of her proudest staffing achievements two highly divergent accomplishments which had in common their very positive effects on large numbers of Seattle citizens. The first is her role in the effort to rename the United States Federal Courthouse for Seattle native US Army PFC William Kenzo Nakamura. Nakamura, a member of the all Japanese-American 442nd Regimental Combat Team, the most highly-decorated RCT of that war, was killed on an Italian battlefield on July 4, 1944, while saving the rest of his platoon from German machine gun fire. His superior officers recommended him for the Medal of Honor, the highest military award available, an award denied to him and hundreds of other soldiers of color because of Army racism at that time. More than 55 years after his death, Nakamura was posthumously awarded the Medal of Honor by President Bill Clinton.
The other achievement was leading a several-year effort under Councilmember Drago’s direction to allow for the first time in Seattle history the creation of several off-leash areas for Seattle’s dogs and their owners and instilling in the Seattle Municipal Code a system by which Seattle citizens could petition for additional areas without having to go through the City Council.
Katherine Fountain Mackinnon
Katherine Fountain Mackinnon joined the Drago office in February 2007, having worked as a temporary Legislative Assistant for Councilmember Drago after a year as an intern at the Council. Her primary responsibilities include managing Jan's busy schedule, handling media relations for the office, doing research as necessary, and overseeing a number of ongoing office-related projects such as the Drago newsletter and website.
She also staffs Councilmember Drago on issues related to the Housing and Economic Development Committee as well as the Parks and Seattle Center Committee, and co-staffs the Transportation and Pedestrian Safety Committees.
Katherine is interested in promoting women’s issues - specifically labor and reproductive rights - and as a foot/bus commuter in Seattle she is also concerned with the future of mass transit and pedestrian safety in our city. Born and raised in Northeast Seattle, she has a Bachelor of Arts in Political Science and English from McGill University in Montreal, Canada, and enjoys soccer, skiing, hiking, and travel.
Jodie Vice
Jodie joined Councilmember Jan Drago’s office in July 2007 as a Legislative Aide. Prior to that she was a transportation planner with experience in both the public and private sectors.
Her primary responsibilities include staffing the City Council’s Transportation Committee, which Councilmember Drago chairs, and transportation issues including the Viaduct, urban mobility, Bridging the Gap follow-up, SR 520, Sound Transit, the Mercer Corridor, the Pedestrian Master Plan, and the Bicycle Master Plan.
Jodie has a Bachelor of Arts in Urban and Regional Planning from the University of Illinois, Urbana-Champaign. She is a member of the American Institute of Certified Planners, Futurewise Board of Directors, is a co-chair of the Beacon Hill Pedestrians group, and former chair of the Seattle Pedestrian Advisory Board.
Jodie resides in the North Beacon Hill neighborhood with her husband, Rob Lloyd, and their dog. She spends free time playing soccer, hiking, and volunteering on efforts to make Seattle a great walking community.
