To deliberate and make recommendations on legislative matters relating to culture, including arts activities, Seattle Public Library, Seattle Community Access Network (SCAN), and Nightlife Advisory Board; to civil rights issues; to local and regional public health; and to personnel issues, including labor-management relations, collective bargaining agreements, and other issues related to salary rates, hours and other conditions of employment.

To deliberate and make recommendations on legislative matters relating to planning or adopting strategies and positions to be taken during the course of collective bargaining, professional negotiations, and grievance or mediation proceedings, and to reviewing proposals made in the negotiations or proceedings.
