Station
Area Planning
Although Sound Transit will build and operate the light rail
system itself, including the stations, it is the City of Seattle
that regulates land use and owns the streets and sidewalks around
the stations. To make light rail a success in Seattle, the areas
around the light rail stations must be carefully planned to
encourage transit-oriented development and to make access improvements
to the light rail stations.
Station
Area Planning is a City of Seattle sponsored program to
encourage lively mixed use development, housing, open space,
and other community services within walking distance (approximately
one-quarter mile) of Seattle’s light rail stations. In December
1998, the City Council adopted Resolution 29867, establishing
city-wide goals and strategies to promote transit-oriented development.

Light Rail Review Panel
The Light Rail Review Panel (LRRP) is currently reviewing station design work from the 60% phase of
design as well as directing the development of Design Guidelines for
Link Light Rail, which are intended to guide the City’s review of Link
drawings during the permitting process.
The Panel generally meets every first and third Tuesday of
the month (except for certain holidays). The public is welcome
to attend.

CityDesign
Design Guidelines
DPD's CityDesign
office has prepared two sets of Design Guidelines for Link light
rail within the City of Seattle. The guidelines are intended
to guide the development of the public spaces encompassed by
Link light rail, and set standards by which the project can
be evaluated. They focus on the urban design and architecture
of Link light rail, addressing site planning, streetscape design,
linkages to other transportation modes, and the details of materials
and finishes, among other issues.
Guidelines for the
Royal Brougham and Lander stations were adopted on August
30, 2000 as joint DPD and Seattle Transportation Director's
Rule 20-2000 (49K PDF).
Guidelines for the
Link light rail alignment in Southeast Seattle (including
McClellan, Edmunds, Othello, and Henderson stations) were adoped
on August 24, 2001 as Director's
Rule 2-2001.
Guidelines for the Beacon Hill station are expected
to be published for public comment in the summer of 2003.
