Resolution on Light Rail Alignment, Station Locations, and Maintenance Base Location

On April 10, 2000, the City Council adopted resolution 30128, which officially approved the light rail alignment, station locations, and maintenance base location that were designated by the Sound Transit Board in November 1999. They also approved Ordinance 119904, amending the Land Use Code to allow DPD to issue "Type II" Master Use Permits for temporary structures and uses associated with light rail construction. This ordinance became effective on May 17, 2000.

Type II Master Use Permits (MUPs) are subject to public notice and comment, and the permit decision is appealable to the City’s Hearing Examiner. The legislation states that the DPD Director may impose conditions to reduce the impacts of light rail construction as part of the MUP review. MUP applications are now being reviewed for five construction staging areas for the north part of the rail alignment, which runs from downtown to the University District.

The Council approved two additional ordinances related to light rail permitting in June, 2000. Ordinance 119974 addresses permitting for permanent light rail facilities that are not located in City right-of-way. Such facilities, including above-ground tunnel stations, ventilation structures, power substations, and the maintenance base, would be permitted outright as Type II Master Use Permits in all zones, provided they are located on the alignment approved by the City Council in Resolution 30128. As with the temporary construction staging areas, the DPD Director may impose conditions to mitigate impacts as part of the MUP review.

The second ordinance allows the Seattle Department of Transportation (SDOT) to issue permits for permanent light rail facilities within City street right-of-way.
