Financing Options Comments

The City does not have enough capital to finance a meaningful number of energy efficiency projects at any one time. This financing should come from City Light or PSE using existing programs, or from private banks. If financing is provided by banks, the City could bundle those loans or provide guarantees that would result in more attractive financing. Repayment via utility bills would be ideal if the payments were roughly equivalent to the cost of the energy saved.

KEY QUESTIONS: ? Should the City be in the business of financing efficiency, or should this be a private sector function? ? Of the two options considered for repayment of funds (on-bill financing, property tax assessment, lien on property), which makes the most sense for the residential sector? Non-res? ? Is there a funding source or repayment mechanism the City has not considered that should be on the table? ? Are you aware of private sources of capital that the City should pursue in support of this initiative?
