Federal Contract Requirements

Disadvantaged Business Enterprise (DBE) Requirements

The purpose of the Disadvantaged Business Enterprise (DBE) Program is to provide equal opportunity to minorities and women in contracting. Specific goals are set for inclusion of DBEs on certain federally-funded contracts. The City of Seattle administers guidelines and procedures for applicable federal-aid contracts to ensure that certified DBEs have an equitable opportunity to compete for contracts, subcontracts, and agreements.

Contract Language
DBE requirements are incorporated into the general conditions of applicable contracts and are monitored by the Purchasing and Contracting Services Division.  These provisions may include DBE goals, affirmative efforts to solicit DBE participation among subcontracting opportunities, outreach requirements, monitoring and reporting.  Questions regarding the DBE requirements in specific contracts can be directed to the Purchasing and Contracting Services Division at (206) 684-0430.

Federal Training

The Purchasing and Contracting Services Division (PCSD) executes and monitors training requirements on federally funded projects. Through this program, contractors assist in locating, qualifying and increasing the skills of minority and women employees and applicants for employment through training and promotion.  The administering departments establish a training goal and incorporate the provisions into the contract specifications in accordance with federal requirements.  PCSD monitors the contractor’s compliance with the established requirements. The contractor receives compensation for fulfilling the training goals for the project.

The training commitment is not intended and shall not be used to discriminate against any application for training, whether a minority group or not. However, upgrading minorities and women toward journeyman status is a primary objective of this provision. The contractor must make every effort to enroll minority trainees and women to the extent that such persons are available within a reasonable area of recruitment.
