Federal TrainingThe Purchasing and Contracting Services Division (PCSD) executes and monitors training requirements on federally funded projects. Through this program, contractors assist in locating, qualifying and increasing the skills of minority and women employees and applicants for employment through training and promotion. The administering departments establish a training goal and incorporate the provisions into the contract specifications in accordance with federal requirements. PCSD monitors the contractor’s compliance with the established requirements. The contractor receives compensation for fulfilling the training goals for the project. The training commitment is not intended and shall not be used to discriminate against any application for training, whether a minority group or not. However, upgrading minorities and women toward journeyman status is a primary objective of this provision. The contractor must make every effort to enroll minority trainees and women to the extent that such persons are available within a reasonable area of recruitment. Related Provisions Related Resources
