Shelter and HousingHousing Stabilization and Homelessness PreventionThe City of Seattle places a high priority on ending homelessness and supporting programs that help people who have low incomes to secure and maintain stable, affordable housing. Homelessness prevention programs allow low-income households that are at high risk of being evicted or otherwise losing their rented home to resolve the issues leading to their housing crisis. Services are available to at-risk households in subsidized housing or market-rate rental housing. Nonprofit service providers funded by the Seattle Human Services Department deliver a range of housing stabilization services, including creating and supporting individual plans with goals and concrete steps to prevent eviction, stabilize living conditions and maintain long-term housing. City of Seattle General Fund, Community Development Block Grant, and ARA Stimulus Grant allocations to nonprofit, community-based organizations are determined through a competitive process that is conducted by the Seattle Human Services Department. Funding depends upon program performance and funding availability. In 2009, $2.7 million was distributed. The 2010 allocation was approximately $4 million and included federal stimulus funds awarded to the Human Services Department through the Homelessness Prevention & Rapid Re-Housing Program (HPRP). Seattle agencies are developing and implementing a new coordinated process for eligibility screening. Seattle Homelessness Prevention programs are using the King County 2-1-1 as a primary referral point. The program is also integrating homelessness prevention resources with the City’s PeoplePoint program, one-stop access point to multiple federal, state, and local benefit programs.
