Human Services Strategic Investment Plan

In 2002, the Mayor and Seattle City Council directed the Human Services Department (HSD) to guide the City’s investments in the people of Seattle. Working closely with the Office of Policy and Management, HSD conducted an extensive community process with more than 40 focus groups with stakeholders such as service recipients, funders, employees, human service providers, neighborhoods/residents, and faith, business and other community leaders. In the spring of 2004, the City Council adopted the Human Services Department Strategic Investment Plan (SIP). The SIP provides high-level policy direction and recommendations for investments in human services. HSD uses the SIP to set investment priorities, guide budget decisions, and select the most effective strategies to meet our mission.

A status report on the implementation of the SIP is provided to the City Council yearly. The Strategic Investment Plan was updated in May 2008 to reflect current City and HSD initiatives such as the Ten-Year Plan to End Homelessness, Healthy Communities Initiative, Race and Social Justice Initiative, and the immigrant and refugee action agenda.
