Academic AchievementReinvesting in YouthReinvesting in Youth (RIY) is a county-wide effort to find and implement best practices to reduce the youth school drop-out rate. The Puget Sound Educational Service District is the lead agency, with funding from the City of Seattle, King County, suburban cities, United Way, and the Bill & Melinda Gates, Paul G. Allen, and Norcliffe Foundations. The City of Seattle allocated $77,000 in General Fund to RIY in 2008. Initially, RIY focused on moving the juvenile justice system in King County from a model based on punishment and incarceration to a coordinated, community-based system of cost-effective crime prevention and early intervention. In January 2007, RIY shifted its focus to youth who have dropped out or are at high risk of dropping out of school.
