The Office of Management and Budget was established in 1967 in the Executive Department. Its functions were to prepare the annual city budget and the six-year capital improvement program and supervise their execution, to manage the process for allocation of Community Development Block Grants funds, to analyze program management and financial issues, and to develop the City's long-range strategic financial policies. In 1995 OMB and the Department of Planning were merged to form the Office of Management and Planning.

OMB developed the annual Community Development Block Grant (CDBG) policy plan and managed the process for allocation of funds. Records relate to both the planning process and project monitoring. Planning records include draft and final policy plans, citizen comments, legislation, city agency correspondence, and applications to HUD. Monitoring files include performance reports, budget review records, and individual project files divided into program categories: Physical Development, Public Services, and Survival Services. Physical development projects include grants for low-income housing and housing rehabilitation, economic development, construction of community facilities, development of parks, and other physical improvements. Public services include health and medical care, senior services, child care, housing, crime prevention, and emergency services. Survival Services grants include funding for emergency shelters, health care, and food and nuitrition projects.
