The Seattle Model City Program (SMCP) was funded primarily through the United States Department of Housing and Urban Development under authority of the federal Demonstration Cities and Metropolitan Development Act of 1966. The program was administered by the City's Executive Department. The SMCP goals and objectives were to reduce social and economic disadvantages in designated neighborhoods, provide maximum training and employment opportunities, and establish health services for residents. The City's central area was identified in 1968 as the model neighborhood. In 1972, the Planned Variations Expansion allowed extension of the program to three other disadvantaged neighborhoods. Model City funding ended in 1974.

Correspondence, fiscal records, Commission charters and by-laws, and manuals of an agency created to increase the flexibility and efficiency of the Model City Program in administering its projects. The Commission was a public corporation established in 1972 to undertake certain fiscal activities not within the Model City Program's legal authority. It allowed the City to avoid the prohibition against lending its credit to Model Cities projects involving the purchase and redevelopment of buildings and property.

The Model City Program maintained monitor files for each of its projects. Projects were divided into 14 program categories. These files typically include correspondence, contracts, monthly and quarterly reports, yearly operating plans, grant applications, job/trainee evaluations, accounting information, and termination audits.
