In late 1996, the Seattle City Council adopted Resolution 29427, endorsing the Energy Management Services (EMS) Plan 1997-2002. The EMS Plan documents policies and strategies involved with providing customers with energy efficiency products and services which EMSD will offer over the next six years.

This brief report and corresponding presentation provides an update to the City Council on the Energy Management Services Division's accomplishments achieved during the calendar year 2001.
- Update to the 2000 Strategic Resource Assessment

In the 2000 Strategic Resource Assessment (SRA), City Light established the goal of meeting all load growth through 2011 with conservation and renewable resources. This goal was reconfirmed in the 2002 update to the SRA. To meet this goal, City Light set a target for EMSD to achieve 9 average MW per year through its conservation programs.

Energy Conservation Accomplishments Report
City Light's Evaluation Unit has been publishing the annual Energy Conservation Accomplishments report for 24 years. Each year has seen expansion and improvement in this cumulative, historical document. The Energy Conservation Accomplishments report is an annual monitoring and performance measurement report (not an evaluation of programs). It compiles detailed performance data for all of Seattle City Light's conservation efforts since 1977, from both active and discontinued programs.
The report is divided into six chapters. The information provided on each program in Chapters II-V includes descriptions of the program and population served, conservation measures, participation, electricity savings, load reduction, expenditures, and outside funding.
- 1977-2005: Summary Chapter

Chapter I presents a summary of the electricity savings and expenditures for conservation programs from the start of the programs through 2005. This chapter also provides background on conservation plans, and progress towards goals.

Chapter II presents information for active programs in the residential sector, as well as highlights for 2005.

Chapter IV contains information on residential programs that have been discontinued or replaced. While these programs are no longer operating and incurring costs, many continue to produce electricity savings.
