GENERAL INFORMATION The City of Seattle, Seattle City Light Department (SCL) is requesting information (RFI) from consultants with expertise in Utility Security to assist SCL in conducting a study of our existing systems and make recommendations. The major work products [if any] will be a report from the study stating our current situation and provide recommendation for improvements. BACKGROUND Seattle City Light is undertaking a system-wide review of, and plan for, access control systems, intrusion detection systems and video monitoring systems. Presently, there are numerous disparate systems serving these purposes. Projects include system elements intended to prevent the accomplishment of unauthorized overt or covert actions directed towards compromising City Light facilities. Hardware is used for detection; examples would be intrusion sensors, alarms, and entry control systems. Following detection is the need for delay; examples would be barriers and locks. Both detection and delay are accomplished through hardware and/or guards. The final product will contain very specific recommendations for integrating and expanding these systems. This project will include recommendations for the siting and design of a centralized security-monitoring center, including staffing requirements. The Security Improvements project improves physical security to comply with directives from the Department of Homeland Security, the North American Reliability Council, and addresses prudent post 9/11 utility practices. The actions will protect critical electrical infrastructure and operational facilities of City Light buildings and related physical plant against attack by terrorists. The electrical power system is a vital part of daily life. Businesses and citizens count on reliable electrical power for their health, safety, and comfort. City Light's employees must also be protected. Electric power plays a key role in defense and emergency reaction, making it imperative to assure the continuing function of the system. Vulnerabilities to attack are being strengthened across the country. We need to identify and resolve potential threats and upgrade our ability to respond to emergencies, both natural and human in origin. Seattle City Light operates approximately 50 generation, transmission and distribution facilities across the state of Washington, this project will also include analysis of the communication technology and protocol used to transport the signals from these various systems to the centralized security monitoring center. SELECTION PROCESS The City will review all submittals and may issue a Request for Proposal for this project. The Request for Proposal will provide a more detailed scope of work. SUBMITTAL Respondents to this RFI are requested to submit brief statements (one page) that says what is your company's background, past experience, and qualification in the utility security area.
