Make sure your new construction project gets off to a strong start with Building Commissioning Assistance from Seattle City Light. Commissioning is a systematic process to ensure that complex commercial building energy systems perform the way they are supposed to. City Light supports commissioning through educational materials, links to qualified commissioning professionals, and financial incentives.

Incentives
Seattle City Light will help fund a commissioning plan, which would commence at the design stage of new construction and conclude with a final commissioning report, as described below. We can offer $5,000 to $10,000, depending on the size of the construction budget.
Eligibility Requirements
- Construction budget of $5,000,000 or greater
- Commissioning budget
- Agreement to contract with independent BCA Commissioning Authority to perform the commissioning work, following BCA guidelines
- Agreement to include functional performance tests and protocols for all Lighting, HVAC and Controls
- Agreement to provide City Light with copies of:
- Commissioning Plan and scope of commissioning effort in building design phase
- Final Commissioning Report indicating a) completed functional performance tests, b) deficiencies identified, c) resolutions identified, d) summary of major deficiencies with energy impacts
Additional Information
Seattle's Department of Planning and Development has commissioning requirements including those for HVAC and lighting and motors. Building Commissioning Association (BCA) is a non-profit organization of building professionals in the region. Portland Energy Conservation, Inc. (PECI) is a leader in the commissioning field.
