City Light Delivers On Council Work Program
"City Light is on a path to recovery"- Mayor Greg Nickels

1. Utility Expertise - by Feb. 28 submit plan for additional utility expertise on Executive Team and by June 30, 2003 develop staffing and personnel plan addressing capability requirements, succession assessment etc.

arrow icon Agreed with Mayor and City Council to engage EES Consulting to perform an assessment of City Light executive expertise, chief operating officer role, and management performance assessment. EES report given to Council February 28.

arrow icon Updated executive job descriptions refined succession planning tools and launched branch level staffing planning process.

2. Risk Management Review - by January 31 engage outside consultant to conduct a detailed review of existing risk management practices and strategies. City Council will adopt risk management policies and confirm organizational changes by July 31, 2003.

arrow icon Established a collaborative steering group with Mayor and Council staff to develop scope of work for this consultant, conduct the solicitation and selection of the consulting team. RW Beck selected.
arrow icon RW Beck team has briefed City Council on scope of this engagement and is conducting individual interviews.

3. Risk Management Manual - complete update of risk management manual by January 31 and incorporate policy and organizational changes, submit manual for Council adoption.

arrow icon The revised manual was sent to Rich Mazzini, Council auditor, for third party review. His recommendation fully incorporated.

4. Risk Management Workshop - develop and conduct a risk management work shop to develop common understanding of basic risk management concepts by Feb. 15.

arrow icon This is a deliverable for RW Beck. The steering committee will guide the development of this work shop. The first of these work shops are tentatively scheduled for April.

5. Deloitte and Touche Audit - report on status of audit recommendations by Feb. 28 and implement all appropriate recommendations by Sept 2003.

arrow icon Full report on audit recommendations sent to Council on January 31. Most recommendations were addressed promptly. A few await policy attention.

6. Reinvigorate Strategic Planning - submit plan for cross branch strategic planning process to integrate all planning informed by "lessons learned" review and complete a Strategic Business Plan by July 31, 2003.

arrow icon Briefed Mayor and City Council on strategic business planning in early January and have reformed cross branch planning teams who are working on the plan now. It is our understanding that the Mayor and Council now agree this planning effort needs to involve the new Advisory Board and take the time to fully engage stakeholders.

7. Communications - submit plan for addressing communications and cultural problems identified by Council auditor by Feb. 15 and develop and implement communications protocol.

arrow icon Agreed with Mayor and Council to engage Rhonda Hilyer as independent consultant to help all three parties identify issues and develop the communication protocol.

8. Performance Measures and Reporting - cooperate with Council in development of performance measures for the utility.

arrow icon City Council has engaged Lands Energy to develop performance measures. City Light has cooperated fully and stands ready to assist Council with implementation of these measures once adopted.

9. Cooperate with Review of O & M Costs - cooperate with Council review of O & M costs and benchmarking of utility costs.

arrow icon Updated internal cost comparison study. Located industry benchmarking programs and are planning participation.

10. Review of Capital Improvement Plan - cooperate with Council assessment of capital planning at City Light.
DONE
arrow icon Briefed City Council on distribution plan challenges. Forming a collaborative steering committee to oversee consultant assistance and plan development.
