Purpose &
Structure
This web page includes the package of final legislation associated with each of
the 38 neighborhoods that have participated in the City of Seattle's neighborhood
planning program. The legislation, referred to as the "Approval & Adoption
Package," consists of three sets of documents:
1. The Approval and Adoption Matrix is a detailed workplan to implement the
neighborhood's plan. The Matrix is intended to serve as the primary tool to help
the City implement the neighborhood plan. The Department of Neighborhoods' Neighborhood
Development Managers have developed sector work programs and a central database
to track implementation of the activities in all of the neighborhood plan matrices
over time. Most matrices are divided into two sections:
- Key Strategies
are usually complex projects or related activities that the neighborhood considers
critical to the successful implementation of its plan.
- Additional Activities for Implementation
are activities not directly associated with a Key Strategy, ranging from high to
low priority and from immediate to long-range in anticipated timing.
2. The Resolution recognizes the neighborhood plan and approves a detailed
work program (the Matrix) for the City to implement the neighborhood plan.
3. The Ordinance adopts portions of the neighborhood plan as amendments to
the City's 20-year Comprehensive Plan and, as necessary, amendments to the Seattle
Land Use Code. Some plans have more than one ordinance.
The former Neighborhood Planning Office developed the information in the Activity,
Priority, Time Frame, Cost Estimate and Implementator columns of the matrices. The
City Response column reflects City department comments as compiled by the former
Strategic Planning Office. The City Action column in Section II and the narrative
response to each Key Strategy were initially filled in by City departments and then
reviewed, changed if appropriate, and finalized by City Council. Staff from almost
every City department participated in these planning efforts and in preparation
of the matrices. Ultimately, the City Council approved the matrices listed and recognized
each neighborhood plan by resolution.
