This page provides information on the planning and design of this new park.

Spring 2009
The park and ride lot at 5th Ave NE and NE 112th Street (north of the
Target store) was purchased from King County on April 1 for $9.5 million.
The park and ride will continue to function as a park and ride until June
1, 2009. The commuter parking spaces were relocated to Lorig Associates
nearby Thornton Place development with no net loss of parking. This 3.74-acre
park is currently in the design phase and permits are being submitted
to the Department of Planning and Development. Parks is currently collaborating
with Seattle Department of Transportation for improvements on 3rd Ave
NE and 5th Ave NE.
Winter 2008/2009 This project received funding for construction
in the 2009 CIP budget. The project team has been re-established and is
moving forward with design development and construction documents for
phase one of the park. Please review the phase one plan found in the summary
report for community meeting #3.
July 2008
At the third public meeting Mithun and Parks presented the Vision Plan
and Phase 1 design for the park. These plans will be brought to the Design
Commision in August. The artist presented design concepts for artistic
features in the park. Currently, this project is awaiting news on availability
of construction funding.
May & June 2008
The design team is working with the information gathered throught the
outreach process, Design Commission, PAT and Parks to prepare preferred
schematic designs. At the upcoming final community meeting on June 25,
the design team will present a full development site plan and a phasing
option. An artist selection process led us to the artist team of Laura
Saddad and Tom Drugan. They will join the design team and integrate artwork
into the landscape design.
April 2008
At the community workshop on April 12, 2008 Mithun presented three park
schematic concepts to the public. Participants made comments on each design
and the concepts in the designs. The designs are:

The concepts can be seen below. We gathered feedback from the community
and will use this information to develop a preferred design.
March 2008 Update
The community meeting on February 20 was well attended with approximately
85 participants. The information gathered at that meeting along with
additional outreach efforts will be used as the ingredients to prepare
a scope and vision for the park. This month the design team will use
that information to prepare very rough design ideas which will be presented
for comment at the second community workshop on April 12, 2008.
February 2008 Update
Parks received (8) Statements of Qualifications from local design firms
and interviewed (4) on January 23. We were fortunate to have high caliber
firms submit. The selection team recommended Mithun as the design consultant.
A list of community members for the Project Advisory Team (PAT) have
been identified. The first two PAT meetings will be Feb. 13 & Feb.
27, the week prior and after the first community meeting.

In 2008, $800,000 was allocated to start the planning and design process
for this new park. In 2009, additional funding was added to complete
phase one resulting in a total project amount of $4,000,000.

The site was recommended for acquisition by the Northgate community when
the 1993 Northgate Area Comprehensive Plan was prepared. It was further
recommended in the Planning Commission’s Northgate Town Center Visioning
Charette and the Northgate Open Space and Pedestrian Connections Draft
Report of 2004.
In 2006, a purchase and sale agreement was negotiated with King County.
The City made an initial payment in November 2006 and will make a second
payment for the balance at closing which is estimated to be in April 2009.
This project will convert an existing 3.73 acre park and ride facility
to a new urban park. The park will provide open space to serve existing
and future residential development in the area. It will provide amenities
for low, medium and high intensity uses creating spaces and amenities
for contemplation and recreation. A comfort station may be considered.
The final scope will be determined through the planning process. The new
park will be connected to and integrated into the overall fabric of the
community.
