PROJECT STATUS

Summer 2009 - Spring 2010
Parks gave MidMountain Contractors notice to proceed construction on June 13, 2009.

A meeting was held on September 8, 2009 to provide a construction update. Phase 1 of this Pro Parks Levy project is 50% complete and will be finished in 2010.

Phase Two, a separate project looking at ways to improve Jefferson Play Field to include synthetic turf and lighting, is currently being designed and will be constructed in 2011.

Phase Three, funded in part by the parks and Green Spaces Levy will include a skatepark, basketball court, and possibly additional parking at the community center.

Summer 2009
Parks received good bids on Phase One which allows us to do more work than originally anticipated. Design detailing will produce more accurate costs and allow us to pursue the following scope items on the coattails of Phase One, depending on the nature of each element.

a. Beacon Mountain Play Area (we'll be developing more than phase one and working towards reaching the full build out).
b. Opening up the existing parking lot at the Horticulture Building by S. Dakota St., connecting it to the park, and deterring off hours access to the building.
c. Providing a maintenance shed.
d. Possibly providing a better connection between Jefferson Park and the play field.

Spring 2009
The Jefferson Park Expansion project is currently being bid and a contract will be awarded. The Park construction is projected to begin in late spring. Work over the reservoir lid will begin when Seattle Public Utilities completes the lidding project.

A community meeting was held on April 21, 2009 to provide an update on Phase One and to gather community priorities for Phase Two. The new 2008 Parks Levy, along with current funding, will support Phase One and Phase Two development of the new park. A Master Plan for the site was developed in 2002 as a guide for future phases.

Components in the park will include:

1. Great Meadow - community Open Space located over filled reservoir (northern most reservoir)
2. Overlook - viewpoint plaza with seating
3. Amphitheater - natural theater for small venues
4. 1% for the arts - rain gardens by Elizabeth Connor
5. Restrooms - located in middle of park central to all activities
6. Sports Meadow- cover concrete of lidded reservoir
7. Community Gardens - existing community gardens will remain intact
8. Play Area - Part I includes traditional play equipment, Part II includes multi-sensory, naturalistic play/learning experience (future)
9. Tennis Court Renovation and New Courts
10. Major electrical upgrades
All components held together by gently weaving path system in keeping with the Olmsted design tradition.

PROJECT DESCRIPTION

This project will construct park improvements in a 43–acre area of Jefferson Park / Beacon Reservoir. Project background, scope, schedule, budget and other information are described in the design program (You will need adobe acrobat reader to view this document. 169k).

The improvements will be consistent with the direction established in the Jefferson Park Site Plan (JPG 750k) - developed, with substantial community participation, between 2000 and 2002. See the site planning web page for information on the planning process. The project area is generally bounded by 15th Ave S, S. Spokane St, Beacon Ave S, Jefferson driving range, and the S. Dakota St. service drive, Mercer Middle School and 16th Ave S. It includes North Beacon Reservoir and South Beacon Reservoir.

Seattle Public Utilities (SPU) plans to decommission the north reservoir and reconstruct the south reservoir as a buried reservoir with a hard cover. Park improvements will be made in the footprint of the north reservoir, above the buried south reservoir, and in adjacent areas. While the park and reservoir design/construction efforts will be conducted separately, they will be closely coordinated.

A Project Advisory Team (PAT) was appointed by the Superintendent in Summer 2005. The PAT is an advisory committee made up of representatives of key stakeholder groups. It is intended to facilitate sustained and balanced stakeholder participation, providing recommendations on the project design.

At its meetings, the PAT reviewed project scope, budget, schedule, recent accomplishments, and tasks. Recommendations of the PAT on these topics were given substantial weight by the Parks Department.

Meetings of the PAT were open to the public. Meetings were held at the Jefferson Lawn Bowling Club House, 4103 Beacon Ave. S. The clubhouse is located behind the Jefferson Park Golf clubhouse driving range. Meetings begin at 6:30 p.m. Agendas and minutes are available below.
