Department policy prohibits Seattle Police officers from working for or on behalf of establishments that sell or dispense intoxicating beverages. SPD Manual 1.289. This policy is necessary to prevent conflicts of interest or even the appearance of conflicts of interest, and to preserve the integrity and reputation of the Department. However, the Department recognizes that under certain conditions, the augmentation of on-duty resources by the presence and services of off-duty officers may enhance public safety in areas. This is most likely to occur where businesses that sell intoxicating beverages in a certain area have joined together in recognition of a common interest, and work closely with the Department to ensure effective and accountable delivery of services. Therefore, the Department may grant permits for business associations that meet eligibility requirements and that agree to abide by terms and conditions set by the Department.* Business associations may apply for a permit from the Department that would authorize the associations to employ SPD officers in a secondary employment capacity. Approval is discretionary by the Department, and there is no guarantee that approval will be granted. Approved business associations must agree to abide by the terms and conditions set forth by the Department.** Should the business association fail to comply with the terms and conditions imposed upon approval of the application, the permit will be revoked. The Department also reserves the right to revoke the permit at any time for any reason. Approved permits create a business relationship between the association and the Department only. Under no circumstances may an individual business that sells or dispenses intoxicating liquor directly employ SPD personnel. Business associations may obtain permit applications from the Department's web site by using the links at the bottom of this page. A sample list of terms and conditions is also available for view as a link at the aforementioned web address. However, approved business association agreements will contain specific terms and conditions. The Department may impose terms and conditions not included in the sample, and/or waive certain terms and conditions included in the sample.
