Public-Private Partnership Panel
Description and Responsibilities

Panel Description

Panelists serve in a volunteer capacity on this official City panel which reviews and comments on certain public-private partnerships (PPPs) between the City of Seattle and private entities, including nonprofit organizations. The panel is part of a new process, called P4, which the City is using to ensure that it critically examines whether a proposed PPP would meet public benefit objectives.

The Panel consists of a pool of fifteen members: 5 selected by the Mayor, 5 by the Seattle City Council, and 5 by those 10 panelists. The group self-selects a minimum of 5 panelists to review and comment on each specific proposed project. Examples of potential projects include: development of city property in the South Lake Union area; City involvement in a public parking garage in the Admiral District in West Seattle; City involvement in Olympic Sculpture Park; redevelopment of Seattle Aquarium with the Seattle Aquarium Society.

Panelist Responsibilities
  • attend training session on new PPP review process
  • attend briefings by sponsoring City department in early (conceptual) and mid (negotiation)-stages of the project
  • review and comment on materials developed by department in early stages of project
  • provide feedback on the City’s objectives for the project, and engage in questions and answers with City staff
  • complete a checklist in mid-stage of project, prior to binding City Council action, addressing whether or not the proposed arrangement will meet the City’s objectives
  • present comments at the Council’s public hearing on the project

Panelist qualifications

  • Expertise in one or more of the following areas: real estate, public finance, neighborhood planning, public engagement, other related expertise.
