Minutes

The Seattle Arts Commission took the following actions in the first six months of 1998. For complete copies of minutes, call (206) 684-7171.


 

January, 1998

SAC Policies
(resulting from a review of agency policies and program policies)
RESOLVED: That the following policies be affirmed as Seattle Arts Commission policies:

  1. SAC may only purchase specific artistic services or products to benefit the citizens of Seattle.
  2. SAC encourages funded organizations to broaden representation on their boards of directors, governing bodies and staffs. Funded organizations are encouraged to work toward the involvement of diverse cultures and underserved audiences and artists.
  3. Artists are informed of their selection for funding or commissioning following confirmation and approval by the full Commission at its regularly scheduled meetings.
  4. SAC does not purchase dress rehearsals or religious services.


RESOLVED: That the following policies be maintained as program-specific to the Arts Support Program, but be removed from the list of Commission policies:

  1. SAC does not fund capital improvements or purchases of equipment.
  2. SAC does not pay fiscal agent fees or indirect costs associated with a project.
  3. SAC funds require a one-to- one match of cash and/or in-kind services.
  4. SAC may fund classes or workshops that are designed for professional artists.
  5. SAC will accept only one application in the Arts Organizations funding categories for all programs and activities of an organization.
  6. SAC generally funds visual art projects through the Public Art Program and, in some cases, through the Arts Organizations Program. When funding visual art through the Arts Organizations Program, preference is given to projects initiated by organizations over those initiated by individuals through organizations.
  7. SAC will not fund programs or services which are budget line items of another
    government agency.


ACTION: Both resolutions above were moved, seconded and approved with Commissioner Hicks not voting.

Arts in Education
RESOLVED: That Suzanne Grant be approved as new Lead Artist for the Arts in Education project at Olympic Hills Elementary School-Contract #DM7AEM49.
ACTION: Moved, seconded and approved with Commissioner Hicks not voting.

Municipal Arts Plan Amendments
RESOLVED: 1997-98 Municipal Art Plan Amendments are approved:

  1. To create a project entitled "Aquarium: Sound to Mountain" funded at $13,780 in Parks Department % for Art funds.
  2. To create a project entitled "Fauntleroy Creek Culvert Replacement" funded at $30,000 in Seattle Public Utilities % for Art funds.

ACTION: Moved, seconded and approved unanimously with no abstentions.

Fauntleroy Creek Project
RESOLVED: Tom Jay be awarded a commission of up to $21,000, including Washington State sales tax, in Seattle Public Utilities % for Art funds to develop site integrated art for the Fauntleroy Creek.

Culvert Replacement project
ACTION: Moved, seconded and approved unanimously with no abstentions.

Fin Art Project
RESOLVED: That the Seattle Arts Commission approves that Mayor Paul Schell accept the donation of The Fin Project: From Swords Into Plowshares by artist John Young, conditional upon completion of the artwork to specifications established by the Parks Department and Seattle Arts Commission.
ACTION: Moved, seconded and approved unanimously with no abstentions.

May, 1998

West Police Precinct Project
RESOLVED: That Elizabeth Conner shall be commissioned in the amount of $55,000, inclusive of all taxes, in Executive Services 1% for Art Funds to fabricate and install integrated artwork in the West Police Precinct.

Municipal Courthouse Project
RESOLVED: That Pam Beyette shall be commissioned in the amount of $30,000 including sales tax in Executive Services Department 1% for art funds to act as lead artist on the Seattle Municipal Courthouse Project.
ACTION: Both resolutions were moved, seconded and approved.

Municipal Art Plan Amendments
RESOLVED: That 1997-98 Municipal Art Plan be amended as follows:
