1. An increase in the number of public access sites and upgrading of equipment and services at existing sites.
2. Publicizing existing sites.
3. Encourage volunteering and mentoring at the community labs.
4. Use the Technology Matching Fund to open lab time at schools and other sites not currently made available for public use.

Phase 2 of the project, currently not included in this two year proposal, would promote ownership of computers by low income people

Many of the current public access sites are operating with inadequate hardware or Internet connectivity. Over the long-term access needs to be in the hands of families with community technology centers integrated with other community service centers.

• Upgrade existing 8 PAN Internet terminal sites.
• Develop criteria and work with neighborhood councils, city departments and others on placement of cable modems and public access terminal sites.
• Seek partners for investment in access terminals.
• Develop a standard design for access terminals.
• Develop additional public access sites and enhance existing sites.
• Recruit organizations to serve as volunteer managers and sponsor training sessions at access and lab sites.

• A strategic plan for deployment of public terminals
• Ongoing partnership for maintenance, support and upgrades
• Deployment of 500 cable modems along with necessary hardware

• The Technology Division would continue to manage the project
• Partners (including private vendors) may provide the technical support and/or training components.
