RESOLUTION _________________

A RESOLUTION establishing a Technology Matching Fund, and approving eligibility criteria and the process for selecting projects.

 

WHEREAS, the City of Seattle is committed to using technology to make government information and services more accessible to its citizens and businesses; and

WHEREAS, the City of Seattle believes that it is important for its citizens to have access to information technology, and skills to use that technology, in order to further their health, safety and welfare, and

WHEREAS, access to information technology that provides these benefits is not equally available to all Seattle citizens, and

WHEREAS, the City of Seattle appropriated funds for Citizen Technology Access and Literacy in the 1997-98 budget, and

WHEREAS, the Citizens Telecommunications and Technology Advisory Board (CTTAB) recommended to the City Council that some of these funds be used for a Technology Matching Fund to make grants to community based and other non-profit organizations to support citizen literacy and access projects; and

WHEREAS, the Department of Neighborhoods operates a Neighborhood Matching Fund, and has many years of valuable experience that can assist making the Technology Matching Fund program successful, and

WHEREAS, it is desirable to have a consolidated grant application process and schedule to make it as simple as possible for citizen groups to apply for funding,

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1: A program shall be established to make matching grants to eligible organizations for the purpose of promoting citizen access to information technology and literacy in using technology. The program shall be known as the Technology Matching Fund. The primary emphasis of the Fund shall be to level the playing field for technology underserved populations.

The goals of this program are:

Section 2: Project evaluation criteria shall include the following:

For 1997/98, maximum project grants shall be $50,000.

Other project eligibility and selection criteria may be established by the CTO, in consultation with the Citizens Telecommunications and Advisory Board, as necessary to ensure that projects meet the program goals and are consistent with other City contracting and financial accountability rules and regulations.

 

Section 3: To the extent practicable, the Technology Matching Fund program shall use forms and an application process consistent with similar programs operated by the Department of Neighborhoods (DON) while retaining its identity as a separate program.

 

Section 4: Recommendations for funding projects shall be made to the CTO by a committee that includes members of the Citizens Telecommunications and Technology Advisory Board and community representatives appointed by DON. The CTO shall submit recommendations to the City Council for approval,. For projects less than Five Thousand Dollars ($5,000), the CTO shall develop an expedited review process similar to the process used by DON for "small and simple" grants, including participation by at least one CTTAB representative in the review. The City Council may waive the requirement for its approval of projects less than $5,000 after at least two grant cycles have been completed.
