The SEPA review is a critical milestone to completing the TSP Update, ultimately with City Council and Mayor recognition through Resolution. SDOT staff expect to present the TSP Update to the Council Transportation Committee, with accompanying legislation, in April.

Comments on the SEPA review must be submitted by March 22, 2005. More information is on the DNS document.


Background

On October 12 2004, SDOT had released the full Staff Draft TSP for public review and comments. SDOT staff gathered public input on the TSP Update by attending over 40 community meetings or events, including all of the District Councils, the Seattle Bicycle and Pedestrian Boards, the Freight Mobility Committee and other transportation stakeholder group meetings. Generally, public comments were positive and have been addressed in the final TSP Update released here.

The 2005 TSP Update is occurring in recognition of Mayor Greg Nickels' emphasis on getting Seattle moving. Mayor Nickels has declared that transportation will continue to be a paramount issue for our economy, the environment and the people who live in Seattle. Following on the Comprehensive Plan 10-Year Update that occurred in 2004, Seattle's TSP Update outlines the specific strategies, projects and programs that implement the broader city-wide goals and policies for transportation in Seattle.

Since 1998, SDOT has used the TSP to guide its work. Many of the 1998 TSP strategies have been accomplished. For example, LINK Light Rail has broken ground, "The Ave" has been completely rebuilt, and Seattle's car sharing program has more than 130 vehicles in 20 Seattle neighborhoods. Many TSP strategies are now ongoing efforts integral to SDOT work plans, and others have not been implemented due to lack of funding or changing priorities.

TSP Maps, 11x17 format - The maps located in the TSP Chapter 2: State of the City's Transportation System can be viewed and printed at a larger size (11x17) from this file. The Street Classification Maps included in TSP Chapter 3: Modal Elements, Making the Best Use of the Streets we Have to Move People, Goods and Services can be found as follows:

Arterial Classifications - There are no proposed changes to the existing arterial classifications through the TSP Update. The existing arterial classification map can be viewed here.

Transit Classifications - The TSP proposes modifications to the existing transit classficiations. These modifications are fully described in the Draft Seattle Transit Plan (available by November 1, 2004), and summarized in the Transit element of the TSP. The proposed modifications to the transit classficiations can be found here The existing Transit Classification can be found here.

Truck Classifications - There are no proposed changes to the existing truck classifications through the TSP Update. The existing truck classification map can be viewed here.

Bicycle Classifications - The TSP proposes a bicycle classficiation map that includes the Urban Trails network as well as Bicycle Streets. The proposed bicycle classification can be found here.

Boulevard Classifications - There are no proposed changes to the existing boulevard classifications through the TSP Update. The existing boulevard classification map can be viewed here.
