Some businesses accept asphalt roofing for reuse or recycle, for a fee. See the King County website for options. 

Otherwise, dispose of as garbage at the Transfer Station (there is a fee). 

For a lower fee, Seattle residents may dispose of mixed construction waste at the Allied Waste facility in South Seattle, Saturday only, or recycle at Recovery 1 in Tacoma on weekdays.
