Drawing on the R.M. McCarthy & Associates report, the Seattle
Police Department's After-Action report, and his own familiarity with
events, Mayor Schell suggested four areas for change in the way the
City deals with controversial, politically charged events such as the
World Trade Organization (WTO) ministerial conference.

Independent Review on WTO Planning 
Hired by the Mayor to carry out an independent review of the planning for, and response
to, the WTO conference in Seattle, R.M. McCarthy and Associates and Robert Louden have
released the first part of their report. In a statement by the Mayor,
Paul Schell concludes "What I'm sure first and foremost will come out of these
reviews is this: The City Council and I will develop legislation to ensure that every
major event...will get such a thorough City review that we will never again be caught
facing protests of the scale Seattle experiences during the WTO ministerial
conference."
