Panel 3 has developed the following set of issues on which to focus our attention. These are not meant to limit our work; rather
they are intended to give us a basis from which to proceed. We welcome any comments or suggestions about these priorities.
(A) POLICE TACTICS AND STRATEGY
- To what extent were the problems that occurred unavoidable as of November 30, 1999, given the plan that was in place and the limitations
on the resources available on that date?
- Are additional steps necessary to assure that in crowd control situations the identity of individual officers remains apparent?
(B) USE OF NON-LETHAL FORCE
- Under what circumstances were CS gas and other types of non-lethal force used, and under what circumstances should they be used?
(C) CAPITOL HILL
- What occurred on Capitol Hill and why?
(D) CIVIL RIGHTS FOR ALL
- What are the respective responsibilities of police and protesters, both separately and cooperatively, to assure that peaceful protest remains
possible and effective?
- Is disruption of meetings to which protesters object a legitimate form of protest?
(E) SEATTLE INVESTIGATIONS ORDINANCE
- Did the Seattle Investigations Ordinance prevent the police from adequately preparing for the disruptions that occurred at the time of the
WTO meeting?
(F) DECLARATION OF EMERGENCY
- What instructions were given to law enforcement personnel about civilian entry into and conduct within the "No Protest Zone"?
