Questions Raised at December 14th Public Hearing.

    1)  Why did gas mask ban include media?

    2)  Why were there beatings outside protest zone and before curfew?

    3)  Why were cameras and first aid people targeted?

    4)  Did police (for their rally) have a permit or block pedestrian traffic or emergency vehicles or did they infringe on noise ordinance?

    5)  Why menstruation's happen as a result of gas?

    6)  What is justification of using tear gas on young girls?

    7)  Name of officer that drove explorer at Broadway and Pine?

    8)  If people in front of Westin weren't CID(? City I.D), who were they?

    9)  If we only have rights in this country until we choose to express those rights, did we ever really have rights to begin with?

    10) Does the city of Seattle deem liberty & property to be synonymous terms?

    11) Please reveal and hold accountable:

    • Complete list of all in charge of police actions right up to Fed-level (please not just subordinate scapegoats)
    • Complete orders given to police at all times
    • Complete list of weapons and their effects on all body systems
    • Hold accountable and take to trial all police officers guilty of abuses!
    • Who is reviewing the film/documentation recorded by police of protesters?

    12) When was the line between church and state drawn with guns and gases? Why was 1977 Geneva Convention article 9, paragraph 2 and article 13 paragraph 2 violated? Riots are covered?

    13) Were people in front of Westin CID (? city I.D.)

    14) How did this happen?

    15) Did the Mayor refuse to give the Council a threat assessment?

    16) Who allowed the police to have a rally?

    17) What stores are the money going to?

    18) How was the intelligence organized such that they knew about surprise march to Capital Hill?

    19) What about destruction of evidence and personal property – (film exposed while jailed)

    20) First aid workers were targeted by police – medical supplies contaminated with pepper spray?

    21) Who is reviewing the film/documentation recorded by police of protestors?

    22) Should council give this investigation to an independent commission?

    23) What kind of crime going on in rest of city during WTO (if down – maybe we need fewer police)?

    24) What kind of psychological training are police getting?

    25) What did police think would be Public Safety result of tear gassing rush hour traffic and many protestors Tues (late afternoon)?

    26) Who was in command?

    27) Why wasn't public properly informed of no-protest zones?

    31) Why did the city council take its vote to approve Schell's Martial Law declaration before hearing public comment?

    32) What are the powers, privileges, obligations of the police guild? Who controls them?

    33) What are the issues currently (?) being addressed in negotiations with the city?

    34) Is it true the sessions are secret?

    35) Will the city council inform the citizenry of the issues and decisions made in the guild's contract? When? How?

    36) When, Where, How will these questions/answers be made public?

    37) Do we need another revolution to enforce our civil rights?

    38) Where do you go to complain about police action other than the police?

    39) What is the focus of the inquiry the city council wants to hold to be? Police misconduct? Human rights violations? Economic injustice of WTO enforced policies? All of the above? How to avoid such mistakes in the future? The validity of sustainable economic/trade policy vs. short-term profit oriented policy?

    40) What was role of undercover agents in "orchestrating" events? (gateway computer window break-in?)

    41) What is reality? What is normal? Is it time for a non-violent global revolution?

    42) What recourse do we have against police with no I.D. no witnesses?

    43) Why did the Amalgamated Transit Union allow the police to commandeer metro buses for the purpose of holding fellow union members who were arrested?

    44) I work with sexually aggressive youth, I am trained in therapeutic restraint, but if I were ever to do even a portion of the physical abuse that some officers did I would be fired! Abusive National Guardsmen & police must be fired.

    45) Why has the council refused to hold the police a accountable for their actions?

    46) Our Seattle police department and its officers are second to none… Thank you for serving our city of Seattle.

    47) Why was a bomb truck with a bomb detonated by the police at Harvard & Pike on Tues?

    48) What are the mayor's plans for police enforcement for Y2K parties?

    49) When can we see and inventory of all weapons used?

    50) From Capital Hill Community Council:

    • Where did the chemical agents and non-lethal weaponry come from? What agency provided them and who trained police to use them indiscriminately?

    51) Come on ____!! Seattle took one on the chin for the people who manufacture our goods. Some good cops, some bad - some good protesters, some bad. At least we are not working as hard as they are for U.S. ____!!!

    52) Why was the Jubilee 2000 march denied access to Royal Brougham from the north when the march organizers had previously obtained a permit?

    53) Why didn't the police arrest anyone until very late on Tuesday or on Wednesday?

    54) Where were police megaphones? I never once heard police communicate with the crowd.

    55) Why did I see a canister of gas fly from a Building window on Wednesday, after the Unionist march, between 2nd and 1st?

    • Why were peaceful protesters on 3rd Ave. gassed (on Wednesday, after the union rally) and why were they incapable of dispersing? (with gas in every street, leading away from the crowd, and pepper spray and tear gas in Pike Place?
    • What were the Specific Intentions of the SPD's actions?

    56) What chemicals were used on law abiding U.S. citizens to cause spontaneous miscarriages & illness & menstrual changes?

    57) Why are Pageler and Podlodowski absent?

    58) Were the police who came to WTO - Seattle – who were not SPD, KC Sheriff, or State Patrol (those from Tukwila and elsewhere) deputized in for the jurisdiction they were enforcing? If not, why?

    59) Who gave the police officers "to stand by" when vandalism first started? Can we regain the positive image we have of police officers? If we can, how and who is going to see that it's done?

    60) Why are/is protecting windows more important than protecting people???

    61) Where is Tina Podlodowski tonight?

    62) Are cops above the law?

    63) Did Stamper/Schell/Reichert consider putting 100 or so undercover cops in the crowd to nail the "expected" anarchist property crimes? If not, why not?

    64) Who came up with the number 40,000 as a count of marchers and protesters? That is bull. Twice that at least.

    65) Has Heidi Wills absence from these 2 hearings due to her arrogance or need for beauty rest!

    66) Who gave the mayor authority to refuse "the people's assembly" the right to march on 4th Ave. (on Nov 30th) to Pine & Convention Center?

    67) Who approved indiscriminate use of gas especially nerve gas? Will we get their names? Will we create institutional reform in jail cells? – because of brutality. Who used pepper spray at close range – who did this?

    68) Investigate deliberate use of painful holds, inflicting pain by police.

    69) When will Norm Stamper and his lieutenants go?

    70) Will we create a police force tolerant of different ethnicity's and races and how will we do this?

    71) Constitutionality of no protest zone.

    72) How were police affected by weapons used? Like soldiers in Viet Nam – police treated as disposable. Look at level of training due to many recent hires.

    73) Who came up with 40K figure for the number of protestors (was far more!)?

    74) Who authorized confiscation of medical supplies/equipment, direct action network medic's experience.

    75) Did police advise businesses on Capital Hill to close up at 6:30 p.m. Tues/Wednes. Because they planned to drive the protestors up Broadway?

    76) What kind of gas was used?

    77) What was role of Federal Agencies?

    78) What was role of Mark Sidran – What guidance did he give regarding uses of excessive force, no protest zone, curfew, and arrests on the basis of failure to disperse and blocking pedestrian pathway?

    79) Accountability for King Co. jailers actions.

    80) What was city council's role in bringing WTO to Seattle?

    81) Who gave orders not to have names and badge numbers visible?

    82) What institutions were WTO police trained at?

    83) Why is there so much money for police for Pacific Place, Nordstrom, Stadium's and there is a terrible shortage of very low income housing and shelters?

    84) Who gave orders to violate no protest borders and pursue demonstrators up to Capitol Hill?

    85) Who gave orders to beat those arrested in King Co. jail?

    86) How can the council condone appropriating such barbarians? This Is Infamy.

    87) Why were tri-met transportation busses used as part of the police round ups/arrests?

    88) Why was access to riding the busses denied to Seattle citizens during the WTO events, yet "shoppers" were welcomed with Free busses? This seems very slanted and wrong!!!

    89) What is the role of the police guild? Are they a roadblock to real investigation?

    90) How many undercover officers and what agencies were they from and what were their roles? Full disclosure please.

    91) Why weren't city council members involved in meetings between organizers (like ruckus society) and the police/mayor.

    92) Question of constitutionality of no protest zone?

    93) Were police on Saturday on the clock?

    94) Full accountability for police and national guard actions.

    95) Who are the armed forces of the WTO? And were our local forces drafted?

    96) When you say free speech, do you want us, your brothers and sisters, to think: fear, frenzy and fines or fair, free flowing and familiar to Seattle?

    97) Why were no uniformed policeman patrolling the crowd, and protecting property?

    98) Will the city renew its contract with the police guild (Dec. 31st) without meaningful citizen review being instituted?

    99) What side are you on? (corporate profits Vs environmental safety)

    100) Why did the city and/or homeless advocates make a "deal" with the anarchists in the empty bldg.? Rewarding them and making a bad name for the homeless who do need help?

    101) Are there video games at the police stations? Can they be removed?

    102) Why was prisoners' film destroyed? Who gave the order? What would happen if I destroyed evidence?

    103) What about cab driver Yidego?

    104) Who ordered police to their actions?

    105) Why were dispersal orders not given? (or not loudly enough to be heard by protestors)

    106) Who were the plain clothes folks working for? (which agencies, police, FBI, etc?)

    107) The mayor veto the noise ordinance before WTO. ?Why? 1st amendment rights problem. Why did he stop there during the WTO?

    108) Why hasn't Seattle complied with international standards on the use of force/violence against civilians?

    109) Why did Seattle police act as they did to Seattle citizens? What went wrong? What is accountability without badges?

    110) Why didn't police wear their badges?

    111) Can city council consider a federal investigation of civil rights infringements?

    112) Was their no other constructive response than escalation – who gave authorization to use 10k tear gas canisters?

    113) Is race an issue?

    114) Are all political prisoners free or accounted for?

    115) What threat did I pose? Why was I shot in the face point blank? Who is going to pay for my dental work, haven't I paid enough?

    116) Can you each state your opinion on what you've seen about police conduct?

    118) What do you know about the dozens of women who instantly began menstruating after Wednesday night chemical spraying and gassing?

    119) Do you know the women who were arrested at Sandpoint received no medical attention. (besides no lawyers) after they very strangely began menstruating! This is what "side effects" Happened! Please look in to the events of Wednesdays spraying!

    120) Why did police act inhuman – no response to questions – stone faced?

    121) How many Seattle police during WTO were federally funded as "pilot program" in new "enforcement" procedures?

    122) Why will it be illegal to have a gas mask in 2000?

    123) Will it be bulletproof vests next?

    124) Who is responsible for driving people up to Capital Hill? And tear gassing without reading riot act?

    125) What about police violations of "rules of conduct (SPD manual 1.029)?
